If you are getting this error message, this usually means either that the billing info you entered in your Express 1 account is incorrect, or that your credit card company is declining the payment. The best thing to do in this case is contact Express 1 directly and they will surely have some more info. You can find their contact info here.
However, in the mentime, you can also make sure that the billing info is correct by following the below steps:
1. Go to Settings,
2. Next, click on Shipping Carriers and then on the Express 1 logo. On the pop-up window that comes up, go to Visit website (bottom right),
And this will take you to your Express 1 account, where you will be able to revise all your billing info.
